Provide Services

In 2006, the Homeless Alliance purchased property at NW 3rd and Virginia to develop a campus for homeless services in Oklahoma City.  The mission for the WestTown campus is to bring service providers together to prevent and address homelessness through effective collaboration. All activity will be client-focused and based on best business practices, driven by the ultimate goal of helping people achieve and maintain safe, secure and affordable housing.

As a first step to realizing a campus for homeless services, the Alliance is building an 18,000 square foot resource center designed to offer a variety of services for the homeless and those at risk of homelessness that is projected to open in December, 2010.  It is currently anticipated that the facility will be operated by the Homeless Alliance, which will be responsible for provision of some services, oversight, information and communication technology and facility management.

Although this REQUEST FOR INTEREST (RFI) pertains only to the Resource Center portion of the WestTown Campus for homeless services, a day shelter is also being planned for the campus, as well as other services to be developed later.

The Homeless Alliance wishes to determine if there are nonprofit, government, and/or faith-based organizations interested in providing services to be housed at the WestTown Resource Center (WTRC).  Interested parties must be willing to work in close collaboration with other services providers to “wraparound” services for the homeless and those at-risk of homelessness, pooling resources where possible and working in consultation with co-located service providers.

Creation of a Resource Center for homeless services presents a unique opportunity for the community to create a truly seamless continuum of care for the homeless that is both vertically and horizontally integrated.  Entities interested in providing services at the Resource Center should be willing to work collaboratively with their peers in the Center to ensure homeless families’ and individuals’ barriers are eliminated.  Services offered through the WTRC must serve homeless and/or individuals at-risk for becoming homeless who live in central Oklahoma.

Your response to this RFI may lead to one or more of the following outcomes:

  • a request for additional information from RFI respondents
  • a request to create outcomes for WTRC services to be provided
  • an invitation to participate in the development of the resource center
  • an invitation to participate in the operations of the resource center

There will be no obligation for your organization as a result of responding to this RFI or for the Homeless Alliance as a result of sending this RFI.

Activities related to service providers housed in the Resource Center will be driven by a written agreement later negotiated between your agency and the Homeless Alliance to be executed by authorized individuals at your agency and the Homeless Alliance.

Among other appropriate details, such an agreement will incorporate the necessary requirements for satisfying insurance obligations and contracting with the City of Oklahoma City and the U.S. Department of Housing and Urban Development (HUD).
